Photo by Jonathan Madrid, UP MPRO.<\/em><\/p>\n\n\n\n<p>The Open Radio Access Network Laboratory at the University of the Philippines, a project funded by the United States and supported by Japan, was formally turned over to the university through the signing of a deed of donation and acceptance and ribbon cutting ceremony on Aug. 1 at the UP Diliman Electrical and Electronics Engineering Institute. &nbsp;<\/p>\n\n\n\n<p>According to the EEEI, the lab \u201cis envisioned to be a center for collaboration among mobile network operators, ICT vendors, industry organizations, government agencies, educational institutions, and other development partners, and aims to promote open and disaggregated network technologies, particularly open radio access networks, to foster a robust telecommunications environment.\u201d Among its functions are: serve as a training facility for students, specialists, and a wider network of stakeholders; promote local and global partnerships; and advance software and hardware development.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_46151\"><img decoding=\"async\" src=\"https:\/\/up.edu.ph\/wp-content\/uploads\/2025\/08\/Photo-5-683x1024.jpg\" alt=\"\" class=\"wp-image-46151\"\/><figcaption class=\"wp-element-caption\"><em>US Ambassador to the Philippines MaryKay Loss Carlson delivers her message of conveyance. Photo by Jonathan Madrid, UP MPRO.<\/em><\/figcaption><\/figure>\n\n\n\n<p>US Ambassador to the Philippines MaryKay Loss Carlson said this state-of-the-art Open RAN Lab \u2014 the first in the Philippines \u2014 is a \u201cfruit of the trilateral partnership of US, Japan and the Philippines.\u201d&nbsp; She said the lab lays \u201cthe foundation of telecommunications infrastructure that is open, secure and more inclusive, and will drive sustainable progress.\u201d Carlson added that the lab is expected to be \u201ca dynamic hub for groundbreaking research\u201d and \u201cpositions the Philippines as a global leader in the telecommunications industry and a catalyst for transformation across the region.\u201d&nbsp;<\/p>\n\n\n\n<p>John Garrity, chief of party of&nbsp; the Better Access and Connectivity Project, said BEACON has supported over 60 related policies and laws and provided connectivity to households in remote communities from Batanes to Tawi-Tawi since its launch four years ago. He noted that this lab is a pioneering facility co-designed by partners from different sectors and that it \u201cunderscores the US government\u2019s support for digital transformation in the Philippines.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_46157\"><img decoding=\"async\" src=\"https:\/\/up.edu.ph\/wp-content\/uploads\/2025\/08\/Photo-13-1.jpg\" alt=\"\" class=\"wp-image-46157\"\/><figcaption class=\"wp-element-caption\"><em>(Seated, from left) DICT Assistant Secretary Philip Varilla, UP President Angelo Jimenez, UPD Chancellor Edgardo Carlo Vistan II, US Embassy delegate Ryan Washburn, and US Ambassador to the Philippines MaryKay Loss Carlson show signed copies of the deed of donation and acceptance.
